The Kiowa County Clerk and Recorder have prepared this summary to outline Kiowa County Candidate qualifications and access to the ballot. This document provides a general overview of candidate qualifications and should be used as a reference guide only. As always, refer to the Colorado Constitution, Colorado Revised Statutes (C.R.S.) for applicable laws, or the Colorado Secretary of State's Office and Municipal candidates should contact their Municipal Clerk's Office. 

County Commissioner

Number of County Commissioner Seats

[Colorado Constitution Article XIV, Section 6; C.R.S. 1-4-205(2)]

County Commissioner seats are voted on by all eligible Kiowa County voters.

Kiowa County has three (3) Commissioner Seats:

  • Commissioner Districts 1 and 3 will expire January, 2025. These seats will be elected at the 2024 General Election.
  • Commissioner District 2 will expire January, 2023. This seat will be elected at the 2022 General Election. 

Term of Office

4 years [Colorado Constitution Article XIV, Section 6; C.R.S. 1-4-205(1)(a)]

Residency Requirement

Registered elector and resident of the district for at least 1 year prior to the election [Colorado Constitution Article XIV, Section 10; C.R.S. 1-4-205(1)(b)]

Qualification Requirements

U.S. Citizen and an eligible elector who is at least 18 years of age and fully meets the qualifications of the office as stated in the Constitution and Statutes on or before the date the term of office begins. [C.R.S. 1-2-101(1)(a); C.R.S. 1-2-101(1)(a)]

**County Commissioner District 1 must run in the 2022 General Election for a 2 year term due to the Commissioner being appointed to fill a vacancy. This seat will then be elected again in the 2024 General Election. 

County Clerk and Recorder

This seat will be elected at the 2022 General Election.

Term of Office

Residency Requirement

Registered elector and resident of the county for at least 1 year prior to the election [Colorado Constitution Article XIV, Section 10]

Qualification Requirements

U.S. citizen and an eligible elector who is at least 18 years of age and fully meets the qualifications of the office as stated in the Constitution and Statutes on or before the sate the term of office begins. [C.R.S. 1-2-101(1)(a); C.R.S. 1-2-101(1)(a)]

County Treasurer

Registered elector and resident of the county for at least 1 year prior to the election [Colorado Constitution Article XIV, Section 10; C.R.S. 1-4-205(1)(b)]

Qualification Requirements

U.S. citizen and an eligible elector who is at least 18 years of age and fully meets the qualifications of the office as stated in the Constitution and Statutes on or before the sate the term of office begins. [C.R.S. 1-2-101(1)(a); C.R.S. 1-2-101(1)(a)]

County Sheriff

This seat will be elected at the 2022 General Election.

Term of Office

Residency Requirement

Registered elector and resident of the county for at least 1 year prior to the election [Colorado Constitution Article XIV, Section 10; C.R.S. 1-4-205(1)(b)]

Qualification Requirements

U.S. citizen and an eligible elector who is at least 18 years of age and fully meets the qualifications of the office as stated in the Constitution and Statutes on or before the sate the term of office begins. [C.R.S. 1-2-101(1)(a); C.R.S. 1-2-101(1)(a)]

Education Requirement

Possess a high school diploma or its equivalent or a college degree [C.R.S. 30-10-501.5(b)]

Other Requirements

  • Complete set of fingerprints taken by a qualified law enforcement agency, i.e. Sheriff's Office. Then bring fingerprint card to the County Clerk and Recorder along with payment of $39.50, certified check, cashier's check, or money order payable to CBI. Clerk will then submit to CBI for processing. [C.R.S. 30-10-501.5(c)]
  • A person who has been convicted of or pleaded guilty or entered a plea of nolo contendere to any felony charge under federal or state law is unqualified for the office of sheriff unless pardoned. [C.R.S. 30-10-501.5(1)(c)]

County Coroner

Residency Requirement

Registered elector and resident of the county for at least 1 year prior to the election [Colorado Constitution Article XIV, Section 10]

Qualification Requirements

U.S. citizen and an eligible elector who is at least 18 years of age and fully meets the qualifications of the office as stated in the Constitution and Statutes on or before the sate the term of office begins. [C.R.S. 1-2-101(1)(a); C.R.S. 1-2-101(1)(a)]

Education Requirement

County Surveyor

Access to the Ballot

If you are considering running for public office, you will need to become familiar with the requirements of Article XXVIII of the Colorado Constitution (Campaign and Political Finance), Title 1, Article 45 (Fair Campaign Practices Act), Title 1 Article 4, C.R.S. (Access to Ballot by Candidates). Become a candidate

County candidates are required to file their Candidate Affidavit and Committee Registration with the Secretary of State's office. The personal financial disclosure statement in NOT required.
